How STR Regulation Risk Affects Property Value

Why the same house can be worth different amounts to STR and non-STR buyers, and how to price regulatory risk into an offer instead of ignoring it.

Value depends on what the property is allowed to do

A house that can legally operate as an STR has a different income potential from one that cannot. If a buyer is paying for STR income, part of the price is a bet that the rules will allow it to continue. When rules change, that part of the price is what is at risk.

Where the risk comes from

Risk comes from new caps or moratoriums, permit non-renewal, tighter zoning, stricter enforcement, higher fees and taxes, and HOA rule changes. Some places have a stable, permissive posture; others are in active debate. The trend matters as well as the current rule.

Price the downside explicitly

Value the property twice: once as an STR and once under the best alternative use, such as a mid-term or long-term rental. The gap between them is the amount at stake. If you pay close to the STR value, your margin for a rules change is thin. If you pay closer to the alternative value, an STR permit is upside rather than the whole case.
